I'm posting on behalf of my sister:

Her son is 2.5 years old and he's just running wild. She's tried every form of discipline she can think of - time outs, losing toys, even spanking and he just doesn't care at all. The biggest issues are that he hits and pushes the kids that she watches during the day, and anytime he sees a kid with any toy, he runs up and snatches it. (She keeps the daycare toys separate from his toys to try to avoid possessive behavior, but it doesn't work.) She's at her wit's end and would like suggestions for how to discipline her kid when he just laughs at all punishment.
